Last Fall there was an article in the Niagara Falls Review (HOCO has a reprint of it) about some people who wanted to have a NASCAR race in Canada, and inparticular, in Niagara Falls.
Well, there is another article on Motorsport.com that talks about a Niagara Falls Internation Speedway:

Never heard of it? Not many people have. In 2000, millionaire Trevor Eyton put forward a plan to build a 1.5-mile oval with 60,000 permanent seats in the heart of the Niagara region. It would have provided the perfect opportunity for NASCAR to showcase itself in Canada. Unfortunately it died a bureaucratic death.
