Ontario Lottery and Gaming and Canadian Niagara Hotels sign off on negotiating points

From the Niagara Falls Review:

Ontario Lottery and Gaming and Canadian Niagara Hotels have signed a “framework agreement” allowing the two sides to continue negotiating a long-term lease for Casino Niagara.

“The OLG is committed to bringing forward a viable plan for two casino operations so developments can go forward,” interim CEO Michelle DiEmanuele said in a release issued Friday.

“We’re committed to helping maintain the community’s competitive advantage in attracting visitors and supporting economic growth.”

Ontario Lottery and Gaming spokesman Jim Cronin described the agreement as “a framework that sets out the key principles that will allow us to continue negotiating with the landlord for a long-term lease renewal for the Casino Niagara site.”

Is this just a smoke screen to get the Liberals through the election without a commitment (that Kim Craitor said was going to happen last week)? Since when do you need a signed agreement to talk about negotiating an agreement?
